The 2019 mobility orientation act allows for the creation of public entities to finance and implement mobility infrastructure.
Société du Grand Projet du Sud-Ouest (SGPSO) was created by the ordinance of 2 March 2022 and established by the Conseil d’Etat decree of 22 April 2022. It manages the participation of 25 local authorities in the financing of the GPSO and has the expertise to monitor costs and deadlines, and coordinate stakeholders and local engineering.
The mission of SGPSO is to contribute to the financing of the Grand Projet Ferroviaire du Sud-Ouest (GPSO) rail project by managing the financial participation of local authorities and groups of local authorities.
SGPSO can mobilise its resources to provide material and human support to the contracting authorities for the construction of the rail infrastructure.
It may mobilise its resources to act as an expert for the committee and, at the initiative of the steering committee, as an auditor.
Outside the scope of the operation, it may also carry out engineering assignments related to local development projects linked to the GPSO.
Finally, at the request of the steering committee, it must coordinate the project’s communication partners.
SGPSO is a local public institution with a team, values and a clear vision of the project.
The structure is in place and has been operating since early 2023 with its bodies and partners.
